I have been participating in the JoyStream project since 17.02.2021. Worked as Lead Curators from 20.04.2021 to 09.08.2021. At various times he was a curator, an employee of Distribution WG, and a consul.

Initially, it is important to understand that the Council, which makes decisions in the DAO, is not a centralized governing body.
The Council is a highly qualified and highly motivated voice of the DAO members representing its interests. Unlike classical central government, the Council has a limited period of government.
Therefore, the Council cannot fully drive long-term goals, but can initiate and assign them to Group Leaders. Group leaders should have a longer board period in order to lead lengthy processes.
The work of the Council should be as open as possible and should record all the steps of the board on a daily basis, fixing the basic goals in a single place on the on-chain forum. So Council functions can be defined:
Monitoring the work of leaders and workers of working groups, taking into account the long-term development perspective
Initiation of new goals, rules, ways to achieve for the project as a whole
Careful budget control
Strict reporting, clear and regular summaries, it is possible to hold open stands for faster communication
I consider it a great advantage to be able to participate in the Council of any member of the DAO and the opportunity to support him with his stake. This takes into account the trust of the community in the candidates, although it misses the opportunity to “press the stake” on those who have unkind motives. But for this, there are mechanisms for blocking and burning the steak of the malicious person and those who supported him. I am convinced that sometimes there should be group leaders in the Council to bring local problems to the fore. For successful development, a certain pool of active consuls should probably be created over time, who should always be in the know of ongoing events and processes, regardless of whether they are in the Council at the moment or not.
